What are the best rings!?

I am having a lot of trouble deciding on a set of rings for my Ruger American... I believe the mounts are 7/8'' .... I am willing to pay for quality of course... I have bought a lightly used Nikon 2.5-10x42 Monarch that has a 1'' tube.

... I want that sucker ''welded'' to the receiver!!

The rifle is going to end up being the most inexpensive part of the hunting system :)

Let me know what to buy!!

I always use Burris Signature Zee rings. They hold well with the insert and don't mark your scopes. Cabelas and WSS and all the regulars carry them. ~55 ish for a set.
 
I'm going to second Burris Signature ZEE steel rings. I just got a set of high rings for a weaver mount today from Mystic Precision in nickel and they look very decent and attached to the mounts and the scope very well. Put a set on my 93R17BVSS. I won't say they're the best but they are very good for the cost.

They're not tightened down yet because I have to level & sight the scope when I get a moment.

If talley makes a set of light weight run those. Burris see rings would be a distant second choice. Millets sucks and they will cause ring marks on your scope.

Basically you can go with any rings that fit a Weaver style base (you stated 7/8"). Leupold PRW's are a solid set up for that and although many may disagree, basic Weaver rings are a pretty solid set up. They've been used in harsher conditions years ago than most rifles these days and hold up well, the only issue is the scope cants when tightening the rings initially, so it's a trial and error to get the reticle centered.
Steer clear of the Leupold/Redfield standard rings and mounts. Common, but a poor system. Talley Lightweights (one piece base/ring) are also solid, as you eliminate the base to ring join.
 
I just picked up a DNZ mount not to long ago for my 17hmr that Im really starting to like. Im even thinking of picking up another one.

I've got warne maxima permanents,burris zee's,weaver detachables,integral remingtons,b&l,leupold and a couple of other types that I can't remember right now.All have done their job.Like was said in another post,there is nothing wrong with good ole weaver detachables.
 
If you're talking "welded", take a look at tactical style rings in your favorite brand. You shouldn't need to buy swivelly insert containing rings in order to avoid marking a scope as long as they're properly installed. That may include "lapping", "I can feel the flames already" ;).
 
All my rifles have Burris Sig Zee rings. No other ring out their gives you the options of shimming, better hold and protection from marring like the Sig Zee's. Put hundreds of rounds through my 300 wsm and nothing moved. Best thing is they don't break the bank either.

I went with Burris Zee Rings... I looked at Talley but didn't see any weaver.... they are all 3/8th..... but by what I hear I will be good with the rings I bought!
