What are the legalities behind 14 round Glock Magazines?

An issue that I can find very little info on. A colleague has gotten rid of his guns, and is looking to give away his G19 14-round magazines. What are the regulations behind this?

14 rounders are prohibited. If he gets caught with them he will be charged.

They can be pinned at 10 rounds to be legal. I'm not sure of the process, hopefully someone will chime in with how it needs to be done.
 
Unless they are owned by a Police Department, or pinned to 10 rounds, original capacity magazines are prohibited devices. Like Tasers, full autos and hand grenades. Pinning can be as simple as drilling a hole (or using a witness hole) and installing a rivet to stop the follower from going full length.
 
it's just a simple matter of restricting the follower so it can't go past the 10.5 round mark- in some cases, there's even a hole - all i did was put i a block in and rivet the baseplate shut

That's novel! All mine are riveted from the side.
 
Or someone drilled out the rivet. That never happens though.

as long as that was done to disassemble the magazine it would be legal, provided the magazine was not reassembled without the rivet, possession of magazine components that could be assembled into an illegal magazine does not in and of itself constitute possession (at least according to one judge at one time in one place - your luck - and mileage- may vary) - the law really is "An Ass"
 
He was a long time gun owner, hasn't had one in over 10 years. What is the process to having them pinned? Has anyone gone through the process? Thanks again.
 
Go to CT or PA, purchase a pop riveting set $20.00. Use the rivet size suggested on this thread.
 
The regulations are not the issue, GlockGuy. As owners we are all quite privy to that information; however, this is not as clearly outlined. Thank you to all that have made constructive contributions.
