What are the limits for modifying a russian sks in ontario?

Depends on what you want to do.
The barrel can't really be shortened much, and the money you would spend would probably be better spent on a case of ammo. You'd have to move the front sight, bayonet wouldn't fit any more, etc. If you did want to do this, the limit is 18.5 inches in length.
Other than that you're pretty much good to go. New springs, stocks, detachable mags, the sky's the limit!

As long as it stays non-restricted you can do whatever you want.
Non-restricted firearm: any rifle or shotgun that is neither restricted nor prohibited. Most common long guns are non-restricted, but there are exceptions.
Restricted firearm* means:
a handgun that is not a prohibited firearm,
a firearm that
is not a prohibited firearm,
has a barrel less than 470 mm in length, and
is capable of discharging centre-fire ammunition in a semi-automatic manner,
a firearm that is designed or adapted to be fired when reduced to a length of less than 660 mm by folding, telescoping or otherwise, or
a firearm of any other kind that is prescribed to be a restricted firearm in the Regulations Prescribing Certain Firearms and other Weapons, Components and Parts of Weapons, Accessories, Cartridge Magazines, Ammunition and Projectiles as Prohibited or Restricted.
Prohibited firearm* means:
a handgun that
has a barrel equal to or less than 105 mm in length, or
is designed or adapted to discharge a 25 or 32 calibre cartridge, but does not include any such handgun that is prescribed, where the handgun is for use in international sporting competitions governed by the rules of the International Shooting Union,
a firearm that is adapted from a rifle or shotgun, whether by sawing, cutting or any other alteration, and that, as so adapted,
is less than 660 mm in length, or
is 660 mm or greater in length and has a barrel less than 457 mm in length,
an automatic firearm, whether or not it has been altered to discharge only one projectile with one pressure of the trigger, or

Other than that, I'd stipulate no silly plastic crap stocks, and garbage receiver scope mounts, but that's just my personal opinion.

As far as modifying a gun, some general rules apply to all guns:
1. You can't alter the serial number on the receiver or frame.
2. You can't convert to fully automatic.
3. Shortening the barrel may cause the firearm to be reclassified as restricted or prohibited (I won't go into detail on that as there are millions of threads about it).
I think that about covers it, as far as criminal offenses go.
Within the confines of common decency and all that is holy, you cannot modify an SKS unless it is a factory refurbished one. You'll be struck by lightening and you'll go to hell if you modify an unissued Russian SKS. That's the rumor anyway.

The only modification the tacti-sks guys don't ever do is to modify the SKS to take a detachable bayonet. Bayonets that mount on to picatinny rails don't count. I am going to put a bayo mount on my SKS, just have not gotten around to making up a rig (should not be too hard).
Gun laws are federal laws... So Ontario has nothing to do with it.. If you are referring to making it full auto or shooting 44 magnum bullets guess you are outta luck.. using AK or AR mags let you imagination run... adding a scope or new stock have fun...
