I have not looked, but I am guessing would have already mentioned. If not, I will mention it anyhow.

How about a carbine length (18.5" barrel), bolt-action rifle, much like a 22 rimfire, perhaps stainless, that is chambered in 9mm, 40 s&w, and/or 45 ACP?

Of course, the 9mm and 40 S&W would take Glock mags, and the 45 ACP would accept 1911 mags.

I think this would be a hit with all the handgun owners out there.

Actually, you'll get better velocities and accuracy with a 16" barrel in many cases.

I was thinking a bolt action in these calibres, but using using the Glock or 1911 mags, is a great idea.

The AR-180B model is non restricted (I own one :D), but the original AR-180 is a 12(5), being prohibited under Prohibited Weapons Order #13, which went into effect January 1, 1995. It's second on that particular list, right under the AK.

Apparently, there were enough differences between the two models, mainly the lowers (which are the registered part), that the 180B is not considered a variant.

Correct on all accounts. However, when the original 180B was allowed into the country back in 2001 or 2002, we didn't have a power-mongering RCMP lab of today making bizarre classification rulings. Any new 180 clones might be considered variants regardless of the lower's construction by those clowns now.
The GSG MP5 .22LR thingy has no actual functual similarity to the MP5, yet when an importer attempted to bring it into Canada the RCMP called it an MP5 'variant' and deemed it prohibited. The same could happen with any new 180B.
Personally, being a huge fan of the AR-18/180 (I've owned several 180B's), I hope any new 180B if there ever is one makes it into the country non-restricted. Until there is a major reform of the RCMP classification lab, I'm not holding my breath.
