what does the red paint around a bullets represent "Not The Tip"

What does a red ring/paint at the bottom of the projectile-right before it meets the casing means? I’m not talking about the tip of the bullets ie: Tracer or Incendiary!d:h:
 
It may not represent just a sealer. Depends on what ammunition, and from what country. Not all countries mark their cartridges and bullets to NATO standard, and some old stuff from the US, etc, used different standards. That is, a .30-06 round from 1947 may be marked differently than a .30-06 from 1957. (Yes, I know that the military round is not called .30-06!).
Perhaps if you explain what cartridge, including headstamp, and perhaps a picture, someone could give a more definitive answer.
 
The '69 Chinese M43 I just opened up also has red primer sealant.

1. Military .30-06 ammo is/was called .30-06.
2. Neck seal color can sometimes differentiate between military and commercial production, but other than the Japanese during WWII, I can't think of any other producer that marked loadings by neck seal color.
3. Primer seal colors can determine loadings. German and British military production ore prime examples.
