What exactly determines Restricted or Non-Restricted Rifles

Hey all,

I am a noob that just acquired his PAL/RPAL. During my class, my instructor mentioned that there was a case where a fellow acquired a Rim fire Ar-15 style rifle (.22) and it was considered a non-prohibited firearm.

I would love to get my hands on one to bring out to our acreage without any legal risk, but I am having some trouble finding a clear guideline which clearly helps distinguish a restricted from a non-restricted rifle.

Can anyone shed some light?
 
If it's considered a variant of the AR it'll be restricted (like the HK416 .22LR made by Walther). If it's based off of its own merits it'll most likely be non-restricted (like the Ruger SR22 which is based off of the Ruger 10/22 action). Really, none of them should be restricted but the gubbermint gets to make that determination for us. This is obviously a simplified explanation (without going into barrel lengths, etc.)
