Most likely a Municipal LEO of some kind you spotted. All OPP carry Sigs, although apparently they are considering switching to Glock 17/19. Municipal officers carry a variety depending on service, Glock 22s being common along with M&Ps.

With better bullet designs and +p ammo the performance advantage of the 40 doesn't seem to beat the advantages of the 9mm anymore (recoil and capacity mainly)
Cost of ammunition and availability of ammunition is actually the biggest driving factor. One agency in particular apparently will save $400,000 in ammo cost a year by switching to 9mm from 40SW. Plus 9mm is easier to source on large scale order than 40, plus ha's a larger market variety in terms of ballistic performance than 40.
40 is a dying breed.
Cost I could see being a factor. Availability doesn't make sense though. Its not like they are going into the LGS to buy their ammo...
Also, $400 000 in ammo costs a year? They would need to be putting what, 1.5-2 million shots down range yearly for that kind of savings? I thought cops didn't get much practice time at the range though? lol
