12-6 exists because Progressive Conservatives supported the Liberals prohibition of handguns with barrels shorter than 4.2", as well as .23 and .32 caliber handguns. So I wouldn't be too hopeful of ever being able to buy handguns in Canada again.

That's correct. I can't imagine at any point in the future that any government will start issuing prohibited licenses though. I'm not sure I'd want them around at all, just an excuse for the RCMP to come and wrongfully seize the legal restricted handguns as well which the spouse is licensed for.
