Me thinks you mis-interpreted the post.
a 14.5" upper with bolt/carrier/charging handle (ie: ready to fire) is easily going to cost $1000. Unless you buy a Norinco M4 upper - that will be about $500-$600 (I'm guessing).
I don't think you are asking the right questions..
But make/brand, barrel length and add-ons all make a difference in price... so it will range from about 350 to 2000 depending on what you get.
- an upper receiver or stripped receiver is a hunk or aluminum...
- A barreled receiver is that hunk of aluminum with a barrel on it..
- a complete upper is the whole things made up...

thanks for the info, I should have been more specific. There is a fellow at my club with a DPMS complete barreled upper for sale. He has put about 200 rounds through it, and is asking $700.00 fpr it. I dont think that is too much, I have heard the U.S. won't ship them to Canada anymore. Thanks for your help

If it includes the bolt/carrier, it's a bargain (in my opinion).
Some people don't like DPMS, but I've never had a problem with their stuff.
