Used to zero radiation detection devices. If some like a radiation badge is being used to detect levels of rafiations, it has to be calibrated first. A version of this is used in nuclear plants, research facilities and mines. Not sure if radiation detection in part of military protocol anymore?

Thanks for the directions. Do people collect such things? Is it worth anything?

Not really worth anything. They do not work as well or at all and are common enough that they don't even make good museum pieces. There were a couple in a display case when I was at Bruce nuclear and there are a bunch of them kicking around in the snow lab at the big nickel. They just get in the way. Newer equipment looks nothing like it so it really only has that going for it and for that reason it might be a conversation starter if you had it on a coffee table when you have guests over... not sure if that is worth anything though.

Got it, thanks.

Cool OP, that got me wondering about the old DT-60 and if those are still on issue or something similar.

They got rid of the DT-60 around 2000. There was a new green rectangular replacement issued for the Kosovo tour and then turned in afterwards. Never saw it again.
