Well in the CF, unless you are infantry or any other combat arms trade requiring accurate shooting, you're taught that anything that hits center of mass is good. Center of mass is generally anything in the 10" ring. Now as far as capability of the firearms, our C7A2's with the Elcan C79 (1-3x magnification) at 200 meters will punch a nice tight group (in my own experience shooting the C7) as small as 2-3" in the prone position. The tightest my groups have ever been is around 3" at prone, I've also done a lot more shooting since my last PWT1/2 assessment, so that figure could be smaller now. I'm sure a well trained shooter can do much better at that range.
Keep in mind also that in the CF outside of combat arms you are usually doing a weapons qualification when you do shoot (the fore mentioned PWT1/2) involving timed shoots in multiple shooting positions, mag changes while timed, and at some point running from the 100 meter to the 200 meter line (shooting under stress or while fatigued), so accuracy will give way to landing shots on center of mass, so realistically you can expect 3-5" groupings. And they will open up as you move from prone, to sitting, to kneeling, to standing. Unless of course you are a well trained shooter then your fundamentals kick in and will give you the control you need to be tight and consistent.
