Hadn't heard of that one. I have SPLnFFt, (iOS only, unfortunately) which costs $5.49 but is apparently nearly as good as a dedicated professional meter. Has A, B, C & European 468 weighting, FFT, PSD (bargraph) & histogram displays. Don't think it has a peak hold function, though.
I would totally go with the segmented quiets both for killing power and for noise.
I have found that the trick with them is to use a long heavy barrel (24" and over), helps for both accuracy and noise.
With a decent target rifle, the cci quiets sound like a daisy bb gun
Fired from a buckmark pistol, they make a LOT more noise
