There is variation enough. But for the most part, it just gives a baseline to compare between so called High Velocity, and Standard Velocity, etc. loads. I have never heard of anyone getting their money back because theirs didn't shoot exactly the velocity listed on the box, have you?
It's common to have variations of up to 150fps, or more, from rifle to rifle with a given load, with many centerfire cartridges, especially if the barrel length varies. Using match rimfire ammunition in several of my rifles, the variation was within 30fps, even though the barrel lengths varied by five inches.
