If you flatten a bullet with a hammer and the powder coat flakes off, something is wrong (oil contamination, not baked hot enough, overheated, etc.). The powder coat should stay adhered even when the bullet is flattened with a hammer.
I have followed hatman1793's procedure for PCing and it has worked out very well.
1. preheat the bullets so they are warm to the touch ( I warm them up in a tray on top of the toaster oven)
2. swirl heated bullets in an appropriate plastic container for 10-15 seconds
3. place bullets on a parchment paper lined metal tray. Some people just dump them in, I like to stand each one on its base so that I don't get flat spots
4. place in a toaster oven set at 375 degrees F.
5. bake for 14-15 minutes
6. dump on a soft cloth & allow to cool
I have used this method with tool blue, gloss black and clear PC and all have given excellent results (98-100% coverage with no chipping). YMMV.
