What is this crap all over my NEW Magpul screw threads??

I've had a few brand new accessories from Magpul recently that came with a thick layer of hard yellow gunk in the screw threads. Looks like dried Loctite maybe? The nuts won't even fit onto the threads unless I scrape this stuff off. These are just loose screws in a baggie that came with a rail, they were not holding anything together when they came to me. What gives? Are these recycled screws?
 
Yep, loc-tite. They used to use a blue stuff than switched to yellow some time ago. They pre dip all their screws in it now.

As it heats up when threading it into the hole it'll start to cure, but don't worry if you have to get some of it off to screw em in, it won't hurt it and it only needs a teeny bit. But don't worry about forcing it a BIT, as long as you don't cross thread it, the loc-tite won't damage the threads it'll just flake off if it needs to.
