What is this "Metropolitan Toronto Police" revolver?

struggling with photobucket today and sorry for the poor image.... saw this at the Metropolitan Toronto Police Museum... it wasn't identified by maker as far as I could tell.

Any opinions on what it is?

Webley RIC cal .442" CF purchased in different lots c1890-1913. Sold as surplus in the 1950s.

Metropolitan had me thinking "Webley Metropolitan Police Revolver" for a second.. Although they had shorter barrels. The one in the pic is certainly more RIC than Met.
