Well.... 3$ 
I've found a couple similiar ones online for 60-150 although they are in much better shape than this one. I suspect this may not be complete either. I've got it on my bench and use it sometimes to fine tune a primer seat that I'm unhappy with.
Dont know the backstory, just a pawn shop find.
