Reminds me of some of the old school reloading hand tools. I'm going to take a wild ass guess and say a 303savage bullet seater tool. I'm interested in finding out what it actually is though!

It is a US Army decapping tool , part of a set of tools. The 303 stamp is not calibre but the number of the set.

I'm betting you could reproduce those on a lathe, quite simply.
