what is this?

i got this a couple years ago and today i decided to remove the apple green paint with a brush grinder.i'll do the rest with some décapant.the big washer is tack welded there,sort of base.these are the only markings i could find.anyways can somebody tell me what it was for?

Looks like a practice bomb. Somebody may have been trying to make a lamp out of it.
