I am under the impression that the gun was made as a full stock in Belgium then after hard times maybe in India, found itself in its present form. I think maybe the forestock got broken and was cut back and ramrod pipes added to the barrel.
The carved dolphin to me is typical of Belgium but the brass bound barrel looks like a later change somewhere like India as does what appears to be brazing on the back of the lock.
Time period; 1800 ish maybe. If the barrel can be removed, I am guessing you will find ELG* in an oval on the bottom at the breach end.
