Hi have this parker hale target rifle ,it has a very heavy Mclennon barrel in 308,haris bipod ,parker hale action m98 hinged floor plate,dont know what kind of stock it sits in but it has a parker hale recoil pad,has parker hale base and scope mounts and a bushnell 3500 elite scope.Dont know the history on this rifle could it be a 1200 xt or a M85.here are a couple pics of the rifle .219.jpg

Probably gunsmith made starting with a PH sporting rifle. Looks like a standard PH action, certainly not a M85.
Can you backtrack it, find out more about it?
 
It is probably a very fine shooter. It may have been made up for F(TR) class competition.

I would think $500 to $800 is reasonable ... it depends on how quick you want to sell it ... I am guessing it is a wood stock painted black...
 
Most definitely not Parker Hale bases or rings, at least not that have been listed - they look like Redfield or perhaps Leupold "turn in" front and windage adjustable rear.

When I have had to sell assembled target rifles at the auctions, they have never pulled in what I expect. The sum of the parts might be over $1500 or $2000, but the winning bids won't break $1000. I suspect the buyers are leary to bite into a rifle that is for sale, versus one that is still on the rack. Why, perhaps they ask, did the owner choose to sell that one? What is wrong maybe? This contrasts to a stock Mauser 98 or Pattern 14 or Model 700 which will sell high but is untested and unknown at distance.
