What muzzle devise are you using to quite a .223?

This. Linear brakes and similar compensators are really only beneficial to those shooting in close proximity to you.
A linear brake will only be quieter than a standard muzzle brake but as Blaxsun said the effect is more to bystanders. From behind the rifle you are experiencing the least of the muzzle blast. If you have a loud brake and swap to a linear comp you will notice a reduction in muzzle blast but less so than those beside you. Some options in Canada are the AGW, Dlask XB5, Levang, and Troy Claymore. Look into Howard Leight earplugs, especially the laser lites. They are very comfortable and effective. The multi-max are crap IMO. Throw those under some nice muffs and you wont have any noise issues with any gun.

At least with the double ear protection you can then concentrate on which brake is the most effective at reducing recoil and muzzle jump. I put a brake on a shorty m14 and with double ear protection I hardly noticed a difference in noise. A real difference in muzzle jump. The gun pretty much just pushes straight back now.
Anything designed to muffle or stop the sound of a firearm is prohibited. Know your laws before spouting off and looking like a goof.

I do know the laws. As I stated I know silencers are prohibited. Damn some people are THICK!!!!
Any device that lowers the Dbs more than 3Dbs is considered a silencer.
So I'm asking what people use to atleast change the precived noise level.

Fixed. This isn't Call of Duty, learn your nomenclature if you plan to come in here acting like a #### when its YOU that clearly doesn't know what your talking about spelling like my 3 year old cousin.
Could you please list your source(s) for the above mentioned statement? Where did you come up with the 3db reduction is considered a silencer idea? There's nothing mentioned by way of written law on that that I am aware of. Could you please enlighten us?

No muzzle device is allowed to suppress the sound of the rifle. There is no set DB limit, it's just not allowed.
Depending on the length of the barrel you can get some devices like the ATRS Eliminator that is designed to direct the muzzle blast downrange on short barrels while severely reducing muzzle flash. This is really handy when you're taking into consideration other members at the range or friends you're shooting with.
Your best bet is to double up on the hearing protection if the goal is to save your own hearing.
