Obviously a regular trigger lock will not work, and I don't have any of those special lever action locks around.

Can I just wrap one of my cable locks through the lever and around the wristcouple times if its tight enough?

A cable lock through the action is enough. Doesn't need to do anything but render the firearm inoperable. Leaving the action open won't hurt it either.

With a lot of lever actions you won't be able to fit a cable lock through the action. A short cable lock through the loop and around the wrist of the stock is what is taught in the CFSC.

There are locks available that fasten around the wrist on the stock and the lever keeping them locked together, they are about $5-6.00 each.

A trigger lock fastened through the loop that prevents the closing of the action is fine.
Law does not necessarily say lock the trigger just a secure fastening device. If you can't chamber a round to fir the firearm is disabled.
So don't think of it as a trigger lock just a lock.
