What semi sniper rifles in 7.62 NATO are non-restricted?

if it must be semi, then you are down to:
a valmet 78-based system(although nobody fielded it to my knowledge), the m83s,
a m14-based system, although you will likely have to build from a receiver,
or various bigfoot-rifles that may or may not have been fielded. The m83s, and the various bigfoot rifles will all cost about the same. Each time I look at the pricing, I figure it would be cheaper to pay someone to cycle the bolt.

I did everything I could possibly think of to my M14 and after going through 4 different types of bullets and three different powders, I managed 3/4" to 1" groups at best. Like the man says, it's a battle rifle and that's about all you can expect.
