What the heck happened???

I bought some .222 rem Winchester brass and some 50gr Hornady .224 dia. SPSX bullets I prepped the cases, and neck sized them only. I primed them, charged them, then seated the bullets to the max COL of 2.130".

The problem is that after a week, i looked at the loads and it appears as if the neck below the seated bullet has shrunk. I don't know how to post picture but the neck diameter below the seated bullet is noticeably smaller than the diameter of the neck where the bullet is seated.

Are they safe?

How did this happen?
 
Based on your description, I doubt there is a safety issue. Do your cartridges chamber / extract ok ? Do you use a collet neck sizer ? Maybe you can get away with a larger size collet and work the brass less.

I doubt that the neck shrunk, rather it was not expanded when you seated the bullet. This is typical of bullets (especially boat tail) that are not seated below the neck - they only expand the portion of the neck with which the body of the bullet has contact.

This is normal and not dangerous.
