What the hell is this?? 9mm blank?? Identification Needed

A little girl found this in our townhouse complex.... I'm assuming it's a 9mm blank, but the base moves in and out about a 1/4". Not a big deal just very curious what it is???

100% it’s a blank round for Force on Force/scenario training. Likely local LE.
