at this point after 4 pages your terminology is still wrong due to likely laziness to research so it is best to not waste anymore of the friendly folks advice from this great site.

Asking questions after you did your research is good. Too lazy to bother to know what a cartridge and it's components are is not acceptable. Us will not be friendly nor accommodating when you screw up the paperwork. Nothing firearm related is a casual matter nor simple. From your posts thus far you don't have the right stuff to go through export paperwork. Buy from a can. Store, save yourself or your friend a trip to jail.

The US Exporter annual registration fee is $2,750 and you must be a US Person to hold one. The fee you mention is for an individual export for your items, which is separate from the annual registration fee.

I think the real question here is, what is a tip? I understand that a bullet has a tip, but that would be a part of the bullet, so how could you import that without cutting a bullet in pieces? Strange thing to import, why not just import the bullets themselves?
