I jumped on the bandwagon and bought an AR15 lower. Now I find myself shopping around for bits and pieces.

What will Brownells ship to Canada? Will they ship a lower parts kit? How about a complete upper?

I sent their international shipping department an email, but I haven't heard back.

They will send most AR parts. Some manufacturers can’t be exported, but this is usually clearly marked on the website. I think completed upper should be OK. Just start the check out process and it will let you know if it can’t be shipped.

Barrels require an export licence if I am not mistaken, so complete uppers would most likely need one too.

If it can be shipped to Canada (use the "available outside the USA" special filter while browsing) and the value of controlled goods (which is not clearly marked, sadly) is:

1) Less than $100 USD then no paperwork required
2) Between $100 and less than $500 then an end user statement is required. Sandy from Brownells will walk you through it and is a delight to deal with
3) More than $500, barrels and who knows what else will require an export permit

Note that you can submit multiple sub-$500 orders at once. ** Note, this has been my experience, but rules change.... **

In many cases it is way easier to use Brownells than to order bits from several Canadian sources.

Also note that just because you will require an Export License to ship barrels, muzzle devices, and certain other parts doesn't mean that you have to pay $250 USD for said license. All you have to do is call Brownells and explain that you are going to use a 3rd Party Importer. You give them the US mailing address of your importer and they will have no problem shipping to a US destination with payment via Canadia credit card. You pay the 3rd Party importation fee for parts/-accessories and Easy, Peasey, done!

Oh my bad about the barrels. Stripped uppers and BCG are no problem. I have ordered a muzzle device with only the end user statement; so that may not require an Import license. Brownells is excellent for random parts and tools. But, checkout TNA they also have good options.

I believe stripped upper receivers also require an export license. In my experience, upper and lower receivers, and barrels require the export license. Anything else is fair game (lpk, grips, handguards, upper small parts, bolt, bcg, stocks, buffers, springs, gas tubes, barrel nuts etc)

A muzzle brake wiĺl trigger the Export Permit requirement, which is avoided through the use of a 3rd Party Importer. The item costs you an importation premium, but at least you get your otherwise unobtainable part...

Yes just got an email last week asking for a 250$ license for a stripped upper.

Okay, well I see that there is some confusion on the matter. I did use the "Available outside USA" filter, but quite a few questionable parts still made it on the list (including the particular kit I was interested in), so that's why I asked. Brownells did get back to me promptly, the email go lost in my inbox. They will not export the item in question.
