what would you buy / build for 1500$?

I would start with a Savage LRPV, used off of EE. Then get a magnum left hand bolt head, and a McGowen or Shilen 338 edge barrel, and a port style muzzle brake. The LRPV already has an OK stock, (HS Precision) and the target accutrigger. EGW rail.

OR

A used remington 700, an old blued ADL or BDL would be fine, then rebarrel with a top notch barrel. Rifle basix trigger, and maybe a Mcmillan stock from 24hr campfire.

I started the first build, only I am starting with a new LRPV. Using it to shoot up my stockpile of old 22 cal bullets and such, then rebarrel and I should end up with a decent long range rig.

yeup, reliable (sponsor) had one in their shop in .243 for the last 4 weeks, but if people were to resource places other than the Internet I'm sure one of you would have grabbed it. Had about 40 rnds through it.
 
If you can find a donor rifle with a stock you can live with it's great start. Here's what I'm putting together:

Like new 700 VLS - $600 (Some people don't need make money off their friends.)
Palma Contour Gaillard barrel. $410
Holland Lug- $30
True action - $150
Thread and chamber- $250

That gets you to $1440. In my case the stock trigger adjusted out real nice for nothing. (I'll change it anyway, but that's me)To stay under the $1500 limit I'd have bed it myself. $60 will pay for a Devcon kit, which I already have.
 
Here is what I did for under 2 grand.

There are screaming deals to be had if you look. There were a couple of XR100's in the EE for about $800. With their excellent thumbhole stocks, these ONLY need a barrel to be full-on match winning rifles. This would put you right in your budget.
