I don't know about 5 watt radios, but I do have several sets of the Cobra 3 watt radios rated at 26km. I've used them successfully over water to reach out to 40km. Great radios. My father and brother also own the same model.

Motorola HT1000, 5 watts, 16 channel. These are the same radios that police and fire use, very rugged. I use them with a belt clip, an extermal mic with curly cord which clips to your lapel. A good used set with charger will run about $200.00 but is well worth the extra $$$ I use the extra channels for logging frequencies, weather freq's and of course my own private channel to talk to hunters in my group. I can easily talk in a range of 30 - 50Km. I am a Motorola tech and do bench work on all other radios including kenwood, midland etc... So, without prejudice, Motorola has them all beat by far.

Just my opinion, but it is a good one ;-)

Are these GMRS or business radios?

The current issue of Sentier Chasse et Peche has an article comparing a number of radios. To keep things simple they have a chart which compares all models tested.
Best results are with a UHF radio. Now these (VHF) radios do require a licence but I have seen in the Cabela catalogue a new generation of radio which is both GMRs and VHF. Something to look at down the road
Here is the chart:
