Sounds legit to me, except the close range part. Non expansion has been shown many times not only with the TSX but ALL the bullets relying on material entering a tiny hole and then hydraulic force to open it. The smaller the hole and tougher the jacket the more unreliable expansion becomes.
As long as the speed is there and the bullet doesn't tumble.....expansion is very reliable with modern mono metals. Start dropping below impact velocities of 2,000fps, then you may experience expansion problems. Penciling through with mono metals is for the most part a figment of the imagination.
