It's military spec ammo.
Many think that's good. Unless they served in the military.

The primers are slightly more powerful.
The primer pockets are crimped and sealed.
Pressures when fired are slightly higher.

Clearly some have way to much sealant.
Why are some cases darker?
Are you leaning over them when you took the pic. Blocking light?
Perhaps they're shiny enough to reflect you. Thus light and dark spots. (I think I can make out your phone)

Op I understand your concern and applaud your caution, we are dealing with very high pressure explosions by our heads/hands after all.

I believe it is just a small excess of primer sealant, I am not an expert in this area but I have used a wide variety of ammunition made for armed forces over the years. They often had discolourations from sealant, etc. It really wasn't a concern and no impact on the quality of the ammunition.

Long story short, function > appearance
 
It's most likely the piss poor quality that Winchester ammo department deems acceptable these days. I would send it back without hesitation especially after the last batch of win 9mm I bought. They were crimped so tight the cartridges looked like dicks. Remington and Federal can produce shiny and consistent LE (contract overrun) ammo so I wouldn't be giving Winchester a pass there either. I'm not sure what is going on over there but the Winchester/Herters line has been having some serious QC issues as of late

No there are def. some dark cases.

There is no homogeneity.

Its like each cartridge is wrong but in different ways.
 
I would check lot numbers to see if include in the most recent recall. Winchester QC failures seem to be happening more often. As one post stated, over crimped bullets but I had a box that I could seat the bullet deeper in the case with thumb pressure :sok2. Rebranded Winchester ammo, Herters and Browning also experienced issues. Not just a 9mm problem.

I’d try shooting it. Good chance its just cosmetic. It’s likely rejected military contract ammo.

I’d run a mag of it over the chrono, check for inconsistent velocities, hang fires etc. Its pretty rare that dangerous ammunition makes it to the Canadian market.
