The Seekonk torque screwdriver I have also has a certification certificate and is a quality tool made in the US but the Borka which is also made in the US has a much higher range so you can use the same tool for caps rings, base to action, and also actions screws which require a much higher torque than 36 in lbs. The Utica TS 35 is a good tool but like the Seekonk does not have the versatility of the Borka. Just an opinion from someone who has both.
