Utica. Around $200 usd new. It's industrial quality and is certified accurate. I'm sure its also made to be recalibrated at an instrumentation department.

The Seekonk torque screwdriver I have also has a certification certificate and is a quality tool made in the US but the Borka which is also made in the US has a much higher range so you can use the same tool for caps rings, base to action, and also actions screws which require a much higher torque than 36 in lbs. The Utica TS 35 is a good tool but like the Seekonk does not have the versatility of the Borka. Just an opinion from someone who has both.

I have a Wheeler Fat Wrench and it has been good to me. Accurate and reliable. No problems and cheap-ish.

I have the Wheeler...love it. Easy to use, and never had an issue with it.

I've had to find an accurate torque driver for work and after much research I got the WIHA Torque Driver, its not the cheapest out there but it's very well built and comes with an ISO calibration certificate.

If you get one you will also need to get the bit holder that allows you to use regular bits (1/4" shanks).
