When did it become law to use PAL to buy powder?

I was just in Blairmore Alberta buying some powder to reload. I was made to produce my PAL to buy it or they wouldn't sell it to me. I said you only need a PAL for loaded ammo and guns as the powder was a reloading component . They took down my name, PAL number, phone number and how many pounds I bought (2).
They have never done this before in 7 years I've been buying it there. They said the RCMP came in and told them they had to due to it was an explosive. Yet anyone can buy those new targets that explode on contact. WTF???
Is this right or are the RCMP bullying their way again?
 
It's the purchasers name, address or PAL number.

The store is either confused or is mandating their own policy

 
Smokeless powder is a classed as a propellant not an explosive, you do not need a PAL to purchase

From my understanding, of what I read in Section 295A, as posted above ,you are correct in that you "do not" have to have a PAL to purchase powder,but if you do not have a PAL, you have to give your name and address.Even though powder is classed as a propellant you must have a PAL, or not having a PAL , give your name and address to purchase the propellant powder.

I dare say, there are some sellers that will want both.For no other reason that I can think of ,than they feel it is better to have too much information, than to have too little information ,in case they are ever asked about a sale.
