when did the under 500fps rule come in

the wikpedia article says that air rifles go back to the 17th century, were in calibers 30-51 and had velocities from 650-1000 fps- FILLED FROM RESEVOIRS- i should imagine it's just gunpowder was cheaper snd more available, and made for a lighter weapon
