When to register an AR15 build?

I did some searching and couldn't find a specific answer to my question so here it goes.

When do you need to register an AR-15 build?

When buying a lower from any company will it already be registered as an AR-15? Do I register my build when I have all the components assembled into a working firearm with a barrel length and calibre? Do I registered a fully assembled lower with no upper?

Im more than familiar with AR's and their workings. I'm just confused on when you actually have to call the CFC and declare you now having an AR put together by yours truly. Sorry if this has been beat to death on previous posts, I guess I just missed the memo.

It should be registered as something like 'receiver only' if you buy a stripped or complete lower. Once you're done the upper, you call up the RCMP and re classify it to the barrel length you have. They may want a picture to verify it.

ETA - you have 30 days to register it after you change the barrel length.
 
when i called and changed status from frame only to 14.5" .22lr, i was repeatedly hit with dumb questions like "how many bullets can it hold", and the ones that made me mad, "what did you use to cut the barrel to 14.5"(i made no mention of modification to invoke this question) and "where did you get the short barrel" i said it came that way in a complete upper, which it did (chiappa)
 
I called the CFO to inquire about an ATT for a new handgun, and also asked them about changing the length on my AR15 build from frame only to 14.5" barrel length. They gave me an extension to call at the 1-800 number for the CFC. I called that, and that person didn't take care of it. They didn't know the extension of the people I should be talking to.
 
Bringing it to a shop would require an ATT. And shop which has a verifier on staff.
If you want to report that a stripped receiver is now capable of discharging ammunition, just call them.
 
didn't have any issues with my build.... received the receiver in the mail, and was registered as receiver only, called it in to the rcmp's and told them the barrel length, and that was it...
 
If you are making it from a solid block of aluminum, you register it when it's capable of discharging a round (that's what the RCMP techs will tell you). Don't ask when that is because you won't get an answer from the RCMP techs (it's "not in their mandate" to tell you). Err on the side of caution because you may have a different opinion than the RCMP on when that is. First you call the techs to get an FRT number, and they will have you send in a picture of the fire control group pocket to ensure it will not accept an auto-sear. Then you take the FRT number and contact the registry to register it. They will verify it over the phone with you.

If you bought a stripped lower then it is (or it should be) already registered and once you add an upper, you technically have 30 days in which to call and update the registration from 'frame only' to '### barrel length/caliber'.
