Where can I get?

I just checked the Remington web site and checked on replacement stocks. I am not sure if the synthetic stock is universal on all 870 guns. Not to mention wingmasters, and various gauges. However I could be very wrong. Check the web site for yourself and see what kind of conclusion you come up with, if not try and get ahold of them and see what they have to offer, then check with local stores, but I think you can order directly from them. Fill me in on your findings.
 
The question is: is the 28 on a 20 or .410 frame? If it's on the twenty frame the quest will be shorter. I have a bad feeling that the 28 is built on the .410 frame. Try Wes at Epps he can help.

I'm just about certain the .410, 28 & 20 Express models are all on the same basic frame size. I would expect the Wingmaster is too.
The loading/ejection port sizing is different, however, the back end of the Express action seems to take any of the 3 gauge stocks. Can't determine any difference in how they are inletted, or for that matter, any diference whatsoever in the 3 different gauges of 870 Express Stock.

Best guess, a 20 ga, Wingmaster stock should bolt right on to your 28 ga.
