Where does one start building a rifle

Okay, first off I do not have any lathes or barrel vices thus a lot of the work will probably need to be done by a smith. The problem is, I do not know where to begin, so I would like some ideas from those of you who've gone before!

I want a Tikka T3 rifle in 20 tactical. This round is based on the .223 case. So, would I buy myself a Tikka T3 in .223 rem, remove the barrel, buy a blank barrel for it and have it bored out to 20 tac and groved by a smith?

What would be the cost of the barrel and having that blank turned into a 20 Tactical by a smith .. ballpark of course?

Because the case is basically a necked down .223 case with a 30 degree shoulder (i think), would i have to worry about changing anything to do with the bolt/face or magazine?
 
You have it all figured out. The only thing is to find a reamer or buy one for your smith. Very few would even know what this was. No rifle mods would be needed. Just swap the barrel and have fun

Barrel costs range depending on the grade/metal and accuracy you are after. Don't think I can post my pricing here so PM me for Shilen blanks.

Gunsmith installs tend to run $200 to 300. don't forget to have the action bedded properly too.

Next issue is dies. As a wildcat they will be more money. I can access a variety for you. Can offer Bullets too.

you buy the blank bored and rifled. have your smith chamber it the 20 tac.
installed a quality ss barrel will set you back close to $800 by the time your done. the tikka in 223 would be a good place to start.
 
Add the price of a Tikka, a barrel and a reamer (if the smith does not have it, you'll end up paying all or most of the price of it anyway) and then look at the prices on new rifles available in 20 Tac (Cooper, IIRC), or probably even better, given the similarity, in .204 Ruger (lots of choices).

Not trying to tell you what you do or do not want, but it bears considering.
