The key is to get them hooked with their "basic" stuff... When they see the possibilities, BAM... that's when money becomes no object.

If I were you I'd choose something in the 6mm or 6.5mm variety. 260 Remington, 6.5 Creedmoor, 6mm Creedmoor, 243 Winchester, the list goes on.

Ruger Precision rifles can be found for around $1500 which would give you $1000 to spend on glass. Tikka's in 6.5 can be found around $1200-1400 leaving you a little more budget for glass and the Tikka's are really accurate right out of the box.

I'd be looking at a Vortex PST scope and see if you can maybe find a used one.

This certainly isn't the only way to go about it but if that were my budget it's what I would do.

This is sound advice. I personally would lean more to the Tikka, but that is just me. Find a used Tikka varmint in 6.5X55, 308, or 7mm RM. Find some decent glass on the EE and away you go!
 
If you go the Ruger Precision route.......

Buy a used Gen 1($900-1200). Sell the barrel($150-250), Stock($150), Handguard($225).

Now you have a $5-600 action.

Install a JC Customs stainless rifled cut RPR Barrel in caliber of your choice($600); I went with both 6.5 Creedmoor and 6.5X47 Lapua
Install a Seekins SP3R handguard, M-lock-$300
Install a Magpul PRS Stock, or similar-$300
Install a decent break; Heathen, MX-1 etc $200
Install a new aluminum bolt shroud from LRI-$75

Spend a day working on the action, trigger and bolt, there's 100 pages of info to read through on Snipers Hide.

Grab a used Vortex PST or Burris XTR, and some 1.5" rings $1,000-1,500

$3500 all in. PRS ready, 1500 yards no issues, 1/2 moa or better.( I had .115 from hand loaded Lapua Scenar 129's, as documented by JC who made my barrels).

I'm not saying this is the best route, just the best one for an RPR.

I got a Remington 700 ADL on trade. I got a used HS stock and metal. I picked up a cheap scope (I will change it out later for something better), a Cabelas Covenant 4-16x42 I think it is, with a 30mm tube.
I'm still undecided on trigger. Do I stay stock (trigger job) or do I go with a Trigger Tech (It's still going to be a part time field rifle as well).
I still haven't decided on what cartridge so it's still got the factory 243 win hunting barrel on it for now. But that will be coming soon I think too. When I do the barrel I will probably get the action trued as well.

Cash out of pocket right now is about $1800 with more to go.
 
I started with a Savage LRP, 260 Rem with a 4.5x30 Bushnell Tactical scope, it was a bit under $2500. It was tricky to get it to shoot well but now is a 0.5moa set up. I still have it.

Moved on to T3's in 223, 300Win, 6 Dasher (2) these rifles are all capable of <0.5 moa. I use Sightron and Vortex PST's on these.

Suggest a Tikka Varmint or Tactical (limited to 223,308,&300 Win) while the Varmint is available in a wide range of calibers. These are all sub moa set ups and a good 'Nathan Foster' style bedding job will put these into the 0.4's.

All within your budget.
 
The beauty about precision rifle is that people who get into it are constantly upgrading their gear and that means some good deals to be had on the EE. I was in your same position wanting to try this out. For pretty close to your budget I got a Remington 700 5R in 308 that had been blueprinted and bedded topped with a Bushnell Elite 6-24x50 scope with a G2 reticle. The problem is that now I know I need to spend a bunch more to get into reloading because I really think I can tweak more out of the rifle than I am getting with box match ammo. I'm beginning to understand that this might get expensive.
 
Sorry if this was already mentioned but I managed to get a Ruger Precision Rifle Gen 1 in 6.5 creedmoor on EE for 1300 and I'd definitely recommend it. I took advantage of vortex's new Viper PST gen 2 line coming out and managed to get a gen 1 pst at a great price (about 1000). I put it all together and had it at the range today for the first time. In no time at all I was consistently hitting steel at 1000 meters. I couldn't believe the accuracy as I had never reached passed 800 with my 308. If you can find some bargains like I did you cant go wrong with this rifle/scope combo. I definitely suggest 6.5CM as well. An absolutely amazing caliber.

What kind of money should one expect to spend on a rifle and glass if he is just starting? I would like to reach targets just over 1000 yard. Is it a pipe dream to have something with a budjet of 1500? I'm thinking a tikka in 6.5 creedmoor, still not sure about the optic.
