I guess youve never seen 22lr made before. The only difference is the level of quality checks between match grade and bulk.
Most match grade that doesnt cut the mustard ends up in bulk packages. Thus some bricks can be great while others are not.
The bullets bounce around when they are made. Just watch youtube!
If you like bulk ammunition, fill your boots. It doesn't shoot to my standards so I don't buy it.
One thing thing I have noticed with properly packaged .22 rf ammo, especially if each round hangs by its rim from some kind of plastic frame, is that the bullets are always snug in the case, that is they can't be wiggled around in the case mouth without a fair bit of force. On the other hand, if you check the bullet fit of bulk ammo, you will find that many of the bullets are a bit loose in the case mouth. These loose bullets will likely be fliers. Shooting out of a 10/22 at reactive targets at 25 or 30 yards? No problem. Trying to shoot moa at 100 yards out of a good quality heavy barrelled .22? Useless.
