Where to buy .311 (Mosin) 150gr+ HPBT

I picked up 800 rounds of .311 and .312 Hornady 150gr SP a few years ago, but have barely seen any since. I'm trying a few test loads from a local maker in Sherwood Park that a friend gave me to test out. I'm not sure why this diameter bullet is so scarce?
 
During the bullet shortage in the US (heavy buying should stop now that Trump is elected) the bullet makes stopped making the oddball caliber bullets. (311 and 312) They should make them more often now.
 
Some dealer carry the Sierra 500 bullet boxes in that diameter. Del Selin's in Vernon BC is one of them. Likely Tradex or one of the other banner supporters/advertisers carries them as well.
 
A buddy phoned me today when he was at P&D in Edmonton. They had .310 and .312 soft points in Hornady 150gr. He grabbed a couple boxes off the shelf for me.
