Uh, there is a war on.
And we are at the end of a very long supply line, Canada uses about as much shooting and reloading stuff as the State of Maine, we are a very small fish in a very large ocean, and our numbers are mostly un important in the grand scheme.
Now when you find some you'll be hording them just like the rest of us, cause since the early 90's primers have been a PITA as far as reasonalbe predicatable supply is concerned.
