Where to buy tactical rimfire rifles?

I would say, stay away from the semi-auto design.
If you're looking for something with heavy barrel, out of the box accuracy and value for $$$ take a good look at the Savage bolt action models. The Mark II FV has a black synthetic stock which is one thing what you're looking for. You can order one from S.I.R. for $236.99. Put a good scope on it and you're good to go. Try a few different ammos to see which is the most accurate for the rifle. No need for mods, your rifle will shoot better than a pimped up semi (which would cost you more...).

What do you mean by "tactical"? Semi-auto assault rifle or sniper rifle? Modded up 10/22 can be both, bolt can do one maybe a little better and a little cheaper, but can't do the other and that's a big maybe!
10/22 sniper, 1/2" 50yd with target ammo, 2.5# trigger,, gunshow gun $100, gun show barrel and stock, Butler Creek, $150, stock and action mods including hammer and sear, FREE, aftermarket trigger $40, Bushnell 4-12, gunshow again, $100 and I can burn up a ton as fast as I can pull the trigger when in the mood

That one is currently prohibited. They are working on it to be re-classified.
