where to shoot BP around calgary

There is the shepard range, but you have to be a member.
I called JR the owner of the TSE today and was told that a particular health and safety thing has banned the TSE from shooting black powder.
If anyone else has some info that would be nice, cause I have this new 1860 army that I've built and I can't shoot it anywhere
