Which has a higher resale value... or neither?

The skinney... I'm planning to sell my 2nd Generation GLOCK 21 and I have a total of 6 mags. 4 are almost brand new 10 round capacity I bought from Police Ordanance and the other 2 are the origianl 13 round mags that had plugs (no pins or rivots) put into them to allow only 10 rounds.

When selling them individually which has a higher resale value or neither due to our Canadain firearm laws?

Neither magazine should have a higher resale value based solely on the magazine capacity as both versions hold 10 rounds. I would determine the condition of the individual magazines and price accordingly.
 
Having bought and sold a nubmer of both kinds in the EE, I can tell you that the pinned "LE" mags are easier to sell and can fetch a higher price. At least 10 bucks a mag more is easily achievable. People think they are cool to have and are willing to pay for that coolness factor. It's the same thing as pinned 30-round mags for ARs, Swiss Arms, etc. - well, except that those mags stick out of the gun and change the appearance. The Glock LE mags are a bit more of a nuanced coolness factor.
