My vote would be that your buy yourself a good used Remington 541-T or 541-S. They are exceptionally accurate, have great trigger and are very nice looking rifles.

BSA(Martini)(bargain)...beautifully made, smooth action, no one makes 'em like this anymore.
Ballard: Ditto(except for the bargain part) be prepared for sticker shock!!!!

If I were you, I would go with a Ruger 77/22. Then I would order a Lilja barrel which run between $435-450 CDN depending on the exchange rate. These are very nice and extremely accurate barrels and would compete with any copper, Anshultz and kimber.

For a walk around there's no argument in my opinion, the CZ452, incredible value for a repeater.

For one that I might find even more tempting yet, CZ is now making one called the 453. The difference is that the 453 comes with a single set trigger. Yup, I would serious like to own one of those.

My favorite "walk around" bolt action 22 as to be my Browning 52...

If I wanted to get another nice bolt action (and I had $1000) to spend, I would get a CZ American with a Leupold 3x9 EFR scope...

Anschutz are great rifle... but the 64 doesn't feel as nice as their 54 action. So for the money I would be somehting else... But that's just me

Brno model 3 or 4

Buy a used Brno model 3 or 4 and spend the $500 you've got left over on a sweet scope for it.

Edit...

Just saw this a minute ago: http://www.canadiangunnutz.com/forum/showthread.php?t=91404

Couple that with a nice Leupold VX-II 6-18x40 with target crosshairs (runs about $500), and you can part a gopher's hair at 100 yards right from the hood of your truck!

Heck, you'd even have more than enough left over to ship the rifle and pay for the materials to refinish it.
