@ 400yds I would use the .243

+1, or the 22-250 with heavier bullets. The 40gr. bullets have a low BC and run out of steam pretty fast on the far side of 200yds. Wind drift would also be a major problem with those bullets. For that range, I would also use heavier bullets in the .243 to avoid wind problems.

MX, as you stretch the range, the heavy, high BC bullets completely outperform the light ones.

Nailed a yote last winter at 75yds with a .500 S&W 440gr out of my H&R Handi rifle..........went down very fast!!.I know it was not 400yds but hey!!
 
I have only ever hit one yote that I did'nt find.(out of .243/.223/and 12 gauge) The one I lost was hit with my .300 wm.
If you hit something they need, they'll stop.
If you think you need to shoot 400yds(and I don't feel that need), I'd go a lot more than 40 gr unless you live somewhere less windy than me!
My .243 yote load is 70 gr sierra hp"s.
 
Why not try 22-250 with something like 70 or 75gr for that distance and the 40gr for shorter.

Just make sure you have a fast enough twist to stabilize the longer bullets. Many 22-250's have a 1-14 or 1-12 twist and will not stabilize much heavier than a 60gr. bullet. My 12FV has a 1-12 and doesn't like anything heavier than 60gr. To shoot 75gr. bullets will require a 1-8 twist at a minimum, depending on the exact bullet length.

OP, I just looked up the BC's for a Hornady .224 40gr. Vmax and a .243 65gr. Vmax. The 65gr. has a G7 BC that is about 40% better than the 40gr. The higher velocity of the 22-250 will not offset that advantage, especially at longer ranges, and the .224 bullet will have significantly more wind drift at your 400yd range.
