Who builds precision rifle?

I see that there's a lot of companies that sell rifle blanks and actions for precision rifles. I also see a lot of gunsmiths that do some kind of custom work on rifles but I'm looking for someone to build a rifle from scratch. The only one I know of is Rick at Alberta Tactical. Is there anyone else?

Any input would be appreciated.

Casey at Tactical Ordnance can do what ya need, and he's in Newmarket, Ontario.

He does awesome work, and is a super guy to deal with.

I had Dennis Sorensen true up the action on my 5R, recrown to a deep M40 style, big ATRS recoil lug, lappe rings and bed and mount my scope rail in addition to 8-40 screws. His work was amazing, prices were reasonable though that was never a huge consideration...I would not hesitate to go with Dennis again...
 
I think that most folks want to personalize their rifle, too many variables for someone who wants a certain precision rig, with certain features. So you end up buying an action and getting someone who knows what they are doing to make one up just they way you want it.
