Who has tools or can rebarrel a Mosin 91/30?

I got a 91/59 that I would like to put a new barrel. That's made from a 91/30. But I need the barrel taken off both and swapped.

Also if they can finish the 91/30 barrel it's 20" now, but needs to be cut to 19.25, cleaned up, re crowned and step down for the front sight base.

For what it's worth, I asked Herron Arms if they can make me a new barrel for a mosin action and they can - that would indicate they have the tools. Not that the tooling reuired is extensive - lathe, action clamp, barrel clamp, headspace gauge.
