New manufacture, new make, new model, type and action cause a new FRT "parent" entry to be generated. So does country of origin. Changes in calibre and barrel length generate new "child" notations in the same parent enter.

As the make, model and manufacture are different, any one of those three changing would have generated a new parent FRT entry. That is why there are 10s, if not 100 parent FRT entries for the SKS. There are several FTR entries for the Chinese ones of different factories. Original Russian SKS have an entry each for Tula and Izzy.
A Colt Defense AR15a2 has a different parent FRT number than a Colt Defense AR15a3.
So no... they can't just use TI's FRT entry to import. But the fact that the initial examination of the type has already happened likely means they don't have to do as much to determine where the rifle stands. The Type 81 has already been deemed not a variant of a prohibited firearm, which is the bulk of the research side of the classification process. Now any other versions coming in only have to satisfy whether full auto, converted auto or parts thereof.
